As a former GGR AX Chair I can affirm that the permits we were issued for the old Alameda site included noise limits (basically the same as Laguna). I recall only one instance where the sound meter was ever pulled out. The current location was only made available when the old site was being cleaned up, but when I had talked with site management at Point Alameda I had been told that it was subject to the same restrictions. That may have changed, but still, most of the restrictions we have faced came from the city permit and not the site contract.
It may have changed since, but would recommed having Laguna-safe mufflers to be certain.
