It's jagged due to the aluminum forcing it's way into the area. Ideally the steel tube/aluminum would have a crisp perimeter. The aluminum is too thin, since it's not supposed to be there. As a result it breaks up forming the jagged edge.

If you are worried about it, apply epoxy over the whole area to prevent anything from falling off.
