You have a game where it's so difficult to score that you have final totals that are, for all intents and purposes, decided by small-number statistics (i.e. which teams wins is almost random). On top of that you put in a whole basket of subjective penalties, disallowed goals, etc. and the outcome can be anything (the referee wants).
