The FCC says its rules have been amended to "prohibit further certification, manufacture, importation, sale or use of 121.5 MHz ELTs."
So basically they are going to rely on attrition. Unless the FAA will no longer issue an airworthiness cert, there really isn't a reason to run out and buy one. Except if you fly over expanses of wilderness you may have a little more peace-of-mind knowing the 406 Mhz is satellite monitored where the 121.5 Mhz is no longer satellite monitored.
