Hell, here in Texas, you can get a ticket for not wearing your seat belt in the back seat.
I think someone here once told a story about a guy that had his dog with him and got a ticket for no seat belt on the dog. Guy went to court, the judge was going to uphold the seatbelt ticket, so the guy said "ok, that must mean that I can get on the HOV lane if the dog is in the car too then, right?" Supposedly, the judge then threw out the seatbelt ticket.
