Check with your lift manufacturer for the slab base. I thick 4-5 inches is enough - especially in Nevada. No drastic thaw/freeze issues. There is a room below my garage (pool house, bathroom, bar and storage area). We installed hollow core concrete pre-tension slabs (9" thick), a rubber liner barrier and poured 6" of concrete. This is a 3-1/2" car garage with 3 floor drains, A/C, heat, hot and cold water.
Definitely - a man cave.
