Just for grins, have you thought about going over and meeting with the neighbors to ask about the dogs? They're probably really yappy in the new surroundings. If that does not work, most municipalities have laws about nuisance barking (usually takes 3 reports/visits to get anything done, however). I don't really care for poms either, but you might consider a different approach in the beginning.
