Of course that is the reason but that doesn't make it right or fair for them to change the rules at the last second to accommodate their needs (which they neglected to begin with).
I think this is a last ditch effort to retain folks because the the out sourcing company is not picking up things at nearly the pace that they were expected to. Not even close.
