Do a search for a metal cutting circular saw. They are specially designed to cut metal. Check out "Evolution" saws. They even make a miter saw that cuts steel, aluminum and wood!
A chop say with the abrasive disk is very handy and if you are worried about sparks, there are chop saws out there that spin at a much slower revolution with carbide tipped blades made for cutting metal.
As for a band saw, you should get a metal working band saw. The one at Lowes are for wood. Steel and the like needs to be cut at much slower speeds.
The band saw welder is for re-making band saw blades from blade stock or re-connecting broken ones.
You can get by without one. Plus it's a good to know how to weld them back together with a torch.
When I need to cut long pieces of sheet metal, I just ask the guy I'm buying it from to cut it for me. It's never been a problem.
I hate cheaply made tools. They always end up costing more in wasted time and materials than what they are worth. If you are buying tools to make a living I STRONGLY suggest to stay away from cheap junky tools.
