I can see where IP companies should be able to throttle heavy-users bandwidth...as long as there is a proven situation of potentially overloading their network.
They should have to prove this though, and have a clear company statement to that effect.
They(legally) shouldn't be able to deliberately throttle their own "normal" customers, and then sell the remaining bandwidth at higher prices to other companies.
ATT should have plenty of capacity.....
