The 308 is a Main Battle Rifle round...medium to long range 600 to 1000 yard round. Lots of punch. One shot one kill.
The 223 is more of a close assault round. lots of zip but not a heck of allot of punch. More of the 200 to 300 yard range. Ammo is relativily light weight vs the 308 so the troopers can carry more of it to a fire fight.
Most of the Special Ops guys like the 308 and the 45 ACP..When ya hit your target, it knows it. I would also imagine that the 357 is popular as a backup revolver...again with the 357 you do get your targets attention..and there is no such thing as hiding behind a car body either.
So it get down to what kind of Buckaroo you wana pretend you are..
