many of the custom bikes don't run and aren't designed to. when i worked with yamaha, they would commission half a dozen bikes from builders, none of which were expected to run. it's a design and creativity exercise, used to spark the imagination. there aren't any confines and very few rules.
matter of fact, some "show bikes" that you see are gutted...very few internal parts (missing pistons, rods, starter, transmission components, etc...). why leave them in if you're only going to push the bike around? leave 'em out...it's lighter!
