It could also be leaking between the block and the pump housing. I have seen several that are leaking at this spot. This seal is just orange loctite and my theory is that over 25 years of heat cycles the sealant gives up. The only real way to be sure is to put the belts on without the covers and run the engine until the leak shows up.
