Dell is a master of putting together the cheapest parts that were available that day. You get what you pay for. (If I am running a business server, it will never be a Dell). However, I get my family Dells for personal use. They are good for non critical apps and use. Good support, etc.
You can also go to Dell's refurb site and get good deals.
RAM is critical. More RAM = better. Cores are good if you have apps that can take advantage of them.
