My dad did similar when neighbors where giving heck over zoning. He had a grandfathered business before zoning, so he was pretty safe, but it was annoying. He looked up the zoning - mobile homes, started broadcasting if he shut down he was gonna fill 15 acres with mobile homes as that would be the best way to get his money out of it. Entrance would run right next to the neighbors houses. Neighbors went quiet, said they didn't have a problem.
