Maybe....maybe not....look up Howard Johnson (not the ice cream guy) and his permanent magnet motor.
I built one years ago using a bicycle gen (front wheel type) as an axle...with ceramic magnets from Radio Shack...and an old 6 volt tail light form the conversion of 6 to 12V on my Harley.
It was very dim....ran with a wobble....sounded like s**t....squeeked...but functioned for almost 11 years.
Gave it to a teacher who said it violated the laws of physics....he took it apart to find the battery I supposedly hid in the base...not there....never was.....and could not put it back together.
To make one that would put out a bunch of power....figure 10 - 20 Kw....would take maybe $20K of rare earth magnets.
There are many designs linked from HJ's site.
Makes you think...maybe some laws are made to be broken...or...these motors don't come under that heading.
