I'm lucky in the fact I haven't gotten a ticket in 13 years. Luck is a big part of it. On my r11s, I also always run with my bags- and I really believe that a rider with large touring bags gives off a different vibe than one without, or on a sportbike. I've passed officers at 15+ (indicated) over numerous times and been ignored pretty much all over the country.
I really think image has lots to do with it. All my police buddies (10 guys) are mixed when I ask them about their perception of motorcyclists. Many say they just don't bother going after motorcycles.
