Don't look for justice, reason, or rationale. This is your government you are dealing with. They don't like you. You are either prey or a pain in their butt.
In general, get a local lawyer who specializes in traffic citations. Ask around--including your neighbor. Check the local squid forums. You will soon find the best mouthpiece for the buck. Hire him/her and do what they tell you to do.
BTW, never argue with a cop during a traffic stop. They will remember you, will write something bad about you on their copy of the ticket, and will make sure to show up for your court date so that you don't get off.
