You need to disassemble the gauges - not an easy thing to do without screwing them up. You can take out the cluster, and then remove the front part from the housing. I would just try to reglue the faces rather than remove them - you could do more damage...
Swirl marks can be buffed out - I'm not an expert, but the experts I've seen can do magical things!
