in a nut-shell, every time Dino Rossi runs for something, the Dem's break-out the law suits to slow him down.
Yay for representing the people, and not just protecting their over-paid gigs. 
Anyway, wasn't Rossi the guy who squared away our State's budget a decade or so back? --I guess that the professional bureaucrats want to keep their jobs (no mater how worthless the job may be) And they see Rossi as a threat to that. :-/
