Maybe not a cure, but I find adventure bikes and staying on the roads that they're designed for works remarkably well at dramatically reducing ticket risk. When's the last time you saw a speed trap on a gravel forest service road?
At least out west, I can ride a full 300-mile day on a mix of paved and gravel forest service roads and pass maybe a dozen other vehicles total. I'm not sure I've ever seen a cop on these roads and the forest service guys generally care much what you do.
I also subscribe to the theory that cops will give you more slack if you whiz past them at 12 over on a GS-type bike with panniers looking like Ewan McGregor vs. looking like Max Biaggi on a sportbike.
