You punishment sounds appropriate but...
Regrettably the Russian police have always been able to get away with just about anything.
I can't see that changing considering the serious social issues the Russian government is trying to deal with right now.
Think a country full of prostitutes, alcoholics, drug addicts and organized crime that aint that organized.
It's really sad for the Russian people.
