BMW M cars are dramatically different mechanically than the regular version.
Take the 3 series coupe for example. The M3 is a V8 (instead of a turbo 6), and just about every significant mechanical part is unique to the M3. Engine, transmission, brakes, suspension, etc. (And the carbon fiber roof, too).
M cars are not just exhaust bumpers and side skirts.

1) BMW is teasing the exterior of the 1M, and that, mi amigo, is just exhaust, bumpers, and skirts.
2) While what you wrote above was true, the newer M-division cars are less engineered and more tweaked versions of the standard production cars, like the X5 and X6 and now this. It's a side effect of the new direction of turbo-charged Ms, rather than high-revving M-specific motors.
