Pretty simple, actually.
Install the game as normal. Then download and install the High resolution pack,
From here:
Duke Nukem 3D: High Resolution Pack
That pack includes the Eduke32 port I linked above, plus some other stuff.
When you run it, it checks for an update, or you can just download the latest version if Eduke32 from the
link above.
On edit, to be clear, you need to have a copy of the game to use the Windows port and the high resolution port.
