Intermittent Start problem

Hi
I have an Audi A3 1.8T 1997.
It has developed an intermittend error when starting the car. There are no error codes showing up.
The problem has been there on and off for a couple of years, but never serious, it would always start eventually. Recently it has been getting worse.
Fuel filter was changed in last 3 months (since then it is getting about 100miles more range, but no other change), it has had new oil, oil filter, air filter and sparks in the past month.
Most recently it broke down and I called someone out and he could not say what was wrong. He checked the fuel pump, it's working. He put the little LED on the fuel injector and that is working fine. When unplugging two of the fuel injectors, the car will start, but then run out of fuel. If the fuel injector is plugged back in once it starts, then it is fine. The problem has occurred when the car is cold or when it has been running fine for an hour and then is stopped for an hour or so. It seems totally random. It has happened with 3/4 tank o1/4 tank, I cannot see a pattern. I have suspected the AFM, and unplugged and blown on the contact. I suspected the FPR but not sure why it should only be an issue at start up.
If anyone has come across this, your input would be much appreciated.
