Witnessed a car accident today

We were just getting going on our 42 mile ride. A new black Camaro on a side street makes a left turn onto our street, in the same direction. We had not yet entered the intersection. Both roads are 4 lanes or 5 lanes, depending on the part.

Probably 3 car lengths onto the street, he runs off the road into a heavy duty street lamp, and wedges himself on the curb and the lamp base.

This is, oh, maybe 8:20-8:30AM. As we pass, he is gunning forward and backwards to try to get off the lamp base. I look and see steam coming from the front. The front is caved is, as expected.

Less than a minute later, one of the guys calls from behind to get off the road, as this guy is coming. The entire front bumper is dragging under the car, and he's leaving a trail of fluid.

He took a side street until he passed, then doubled back. As we passed an open parking lot for an apartment complex, we noticed the liquid trail AND the bumper laying on the ground.

A little about THIS neighborhood. HOOD is the operative word. Not a BAD area but not an area you would expect a brand new Camaro. The apartment complex is old and borders an industrial/rundown area.

I'm petty sure the guy was drunk/high/something. I also wonder if the guy was the owner of the vehicle. I think he dumped the vehicle in the apartment complex, but don't know for sure.

One of the guys (the Liberal in my thread in PARF) wanted to stop and go back and find the guy and hold him for the Police. I think this is a BAD idea as the guy looked like he might be a gang banger and who knows if he was armed. Well, I say who knows, we are talking Texas, so my assumption is ALWAYS that the other guy is armed, legal or not.
