You learn to not use the freeway to get around town.

Surface streets usually work fine, it is a small city.

Admittedly on some commutes, it is hard to avoid the freeway - worst case is if you're commuting to/from Vancouver WA, there is no alternative to the freeway (unless/until the Hwy 5 bridge is rebuilt w/ light rail).
