Whether it is "german" (or therefore european) handwriting, someone in the US can copy that. If you have some examples how these original numbers look, it shouldn't be a problem. Similar is that I can copy "american" handwriting.

Clearly this is done by someone who knows what there doing. Changing all the numbers, even the body number, requires quite a bit of knowledge and copying "german" handwriting would IMHO the easy part.
