I've done it and if you've got the time it is worth it. Usually it is only a few cells per pack that are bad.
You test each individual cell by charging the whole pack and checking the voltage on each cell. If I remember correctly the good cells will show a voltage of over 1.4 or 1.5V, the bad ones less.
To make it even more economical (practically free), I go to Home Depot or Lowes and ask if I can go through their battery recycle bin. Did it last night and salvaged two 18V Dewalt battery packs. These will have good cells in them I can graft into my battery packs.
Is the effort worth $180? You decide.
