The large hole is so you can line up tdc visually, at least on the early cars. There is a line on the flywheel indicating tdc. One sensor reads a pin on the flywheel and the other reads teeth on the ring gear.
The sleeve goes in the sensor bracket in the bolt hole that isn't slotted. No sleeves on the sensor holes.
