Around San Pedro they do a lot of filming... we have a lot of cliffs that are ideal for the typical "car flying off a cliff" shot. In the last few years they have made the film companies get a helicopter to fly the wreckage... many years ago that was not the case.
Also about once a year or so some poor soul will decide to off themselves by driving off a cliff.
Thus you do see the occasionally car parts down at the sea shore. That may not be the case here but that sure is what it looks like.
Also possible it could be from a boat run ashore... the wood/fiberglass washes away pretty quickly.
edit, looks like an exhaust manifold for a marine engine
