I guess that most of the parts could be provided in a kit (euro bumperettes are getting harder to find), but cutting the bumper holes would have to be done on the car. I am not in the business of doing this work on a scale beyond my own cars, but someone could and I have no issues with that. I see this as an open source product. I imaging others will make it better, as is already being discussed here.
That being said, if anyone locally needed my help in getting this done I would be up for that.
