Stuck tachometer-1990 C2 964

In trying to start the car this morning, the tach stuck at about 1100 rpm. Even though the engine was idling at various rpms (which it does until warm) the tach remained at 1100. If I gave it some gas the tach would jump to 1300 then return to 1100. When I shut off the ignition, the tach stayed at 1100. Once I turned the ignition back on, the tach reset to zero. I am also experiencing hard starting in the morning - the car will start then die on the first try. It will start on the second try. I suspect this second condition is related to the fuel press regulator. However, now that the tach is acting this way, could this be a problem with the fuel/DME relay? Are the two connected? If they are not connected, what areas do I look at to determine why the tach is acting this way?
