That is f'd up. Who the hell steals a dog? What a lame thing to do.

In hindsight, I would've called the cops when you were talking to the contractor the first time. Like others said, this is a crime. He can't tell you he knows who has it, and then decide to withold that information from the police. I would call the cops the next time you see that contractor on site to come have a chat with him, or just have the cops explain the situation to his boss, who should be able to get ahold of him.

Sucks because he was probably trying to do the right thing, but wtf man, get the dog back!
