Bike came off the sidewalk and impacted the side of the EV (which, ironically, was a two-wheeled vehicle).
I am a huge support of cycling and those who ride. Yet were I at this scene, with citation authority, the cyclist would have gotten a ticket.
If you want the right to the road, then you must follow the laws of the road.
