The 0231 169 010 distributor should have the vacuum unit fitted. All 2.4 distributors came with a vacuum unit originally.
A likely explanation why some of these distributors are now missing their vacuum units is that they could have been removed from their original engines and used on carburetted cars, where a vacuum unit was not always needed. This could be the case with the dutch distributor in your link and maybe with the one you bought, too?
A stock 911S 2.4 should definately have a vacuum unit fitted to the distributor to make the engine run right.
If you post some pictures of your distributor seen from the top and from the side, I can show you where the vacuum unit goes.
