The contractor vs TSA question is a good one. At one point and time we owned a company that did airport Security. We no longer own them, and to be honest, I wouldn't touch the screening biz with a 10 foot pole. The liability assosciated with it is huge, and there are really no positives to taking on the business.
Airport work has historically been based on low bid, and I assume this new contractor piece will be a combination of low bid, and crappy contracts with no caps of any sort.
I do know that almost each state has different laws for security guards, etc. but I don't really feel like getting into that.
