The valve seat is pulled into place inside the casting during installation onto the exhaust. There is a small lip on the seat that protrudes into the casting.
If there is no gasket between the two and they will become almost welded together sometimes from all the heat. Start by tapping all four sides of the seat followed by tapping on the valve stem with the valve in place on the seat. Then try to insert a thin blade between the valve seat and the casting and try opening it around the perimeter. I would try removing the studs first. Try PB blaster and soaking for a couple days first.
