When I was in (03-07) a current, passing PT test was part of being in good standing and someone like SGM can require an APFT pretty much whenever they want to ensure good standing. Still, sounds like he's being a dick.
Also, in the future, get very specific notes from doctors. I actually had to get a not stating that I could not do push ups when I had pins in my hand from a motorcycle accident.
