Elsewhere it says cell phones are not illegal in CA prisons.

"It has led to more corruption of prison guards who reportedly received up to $1,000 for supplying a phone to an inmate, yet law enforcement officials can't charge the supplier or the inmate recipient with a crime.

The simple reason is that it isn't illegal in California state institutions. President Obama recently signed legislation applicable to federal penitentiaries, which punishes a phone smuggler with up to one year in jail."
