At $5k I'd say you're borderline. While complete and (perhaps, I note some overspray on battery cables and i think the trunk should be black in '69) quite original looking, much of what is there will need restored/replaced. VIN looks like a 1970 not a '69?
I usually look at part-out value on a serious project like this and I see what look like deep six Fuchs (as-is condition probably $1200?) and a complete drivetrain. Probably has Weber carbs and a core 4-speed 901 and 2.0L engine. Figure $700 for the motor, $500 for the webers, $400 for the 901, perhaps more if a 5-spd. The body, trim and anything not full of rust/rot and you might have another $1000 there pretty easy. My figures might be conservative but I'm coming up short of the $5k price it sits. I'd have to be very emotionally attached to something on this particular car. Parting a car takes a huge investment of time, not as much as a restoration, but it is still significant. Speedo is in Km/hr?
To take it on as a resto project......that's a lot of cutting, welding and body work without considering mechanicals, suspension, interior. In the end you have a '69 911T with a full restoration it might be worth $25-$45k depending on how far you take it. It'll cost that much or more to get it there though even without hiring it out and doing most of it yourself. $4-5k engine rebuild, $2k trans, $1k suspension, $4k interior, $1k seals/trim, $2k replacement metal, $3k paint/bodywork (materials alone) = $18k + $5k purchase and no labor considered. That doesn't consider any restoration of things like fuel tanks, gauges, wheels, tires, brakes and thousands in unforseen expenses.
Heck, I spent $2400 in just parts to bring my 'barn find' 911 back to running condition after it had been sitting for ~6 years. Most of that expense was getting safety issues addressed. Brakes, fuel lines and fuel system refurbish, carb re-build, wheel refinishing (done by me, didn't send them out), pedal box re-build shifter bushings, etc, etc, etc. The list for this car would be huge compared to mine.
