As I understood it, a normally aspirated car with good low rev torque would do much better on this type of track over a turbo.
Am I wrong?

^ Is this the sort of track you describe? This is my car with quite a few mods, but essentially I would suggest if you're going to go the Turbo route then change out the stock Ring & Pinion to that of the S2. This will bring your final drive ratio down by about 15%. A great mod to keep the car in the 'meat' of the powerband. Especially on short, tight tracks. If you can stretch your budget to a more modern turbo like the GT3071 bb then this will also help. Not a direct bolt on mod though.
Add to this a bunch of suspension changes (not cheap) and a few other bits and pieces and you'll have a good car. E85 is also great for Turbo cars.
