Buy; simple. Buy and then buy the best out there. Fixing a good car is easier than building a good car (if you are a do it yourself type).
Look for a car built by a good shop or you are building, get a good shop with a good reputation. I have tried the do it yourself catalog, internet and credit card model and I ended up with a very nice car that had all of the "right stuff" but the combination of parts got me to 90% of the potential.
Experience counts and I brought my car to a great shop who tweaked and/or replaced some of what I had and my car super fast, super reliable and super consistent.
Can't beat experience.
