Not to take this out of focus but if almost all '66-'74 exhaust equipment was the same, why did '68 only have the smog pump? I've noticed other makes have the same. Was this an anticipated change in emissions laws that never happened- until later?

I agree.
I spent about two hours on the CA website looking – at a mass of confused regulations.
On the other hand, I remember LA in the ‘60s.
For a decade, I drove from SFV or Hermosa Beach (even Orange County) to Riverside, never seeing the San Gabriel or San Bernardino Mountains.
Without a map, I didn’t know the mountains were there.
There really was smog and it was very bad.
No one wants that again.
Colorado has benefited from emissions regulations also.
Denver’s air is much cleaner than it was in the ‘60s-‘70s.
We never had the issues LA does, mostly due to our (relatively) small population.
Fortunately we never had the draconian regulations or enforcement.
I guess the issue here is how we comply with the regs without damaging our machinery from antique emissions systems – or running afoul of some uninformed bureaucrat’s ‘long arm’.
Documenting what these systems were originally may help.
