I wonder if you have better enforcement in Delaware. We've had the hands-free law in California for about two years now. After an initial decline in people holding the phone to their ears, the effect seems to have completely worn off. I see as many people driving around with a phone against their heads now as before the law was passed. Quite simply, it's a very low priority for law enforcement and the fine is certainly not a deterrent.
I'm glad to see you are willing to take the steps necessary to make driving while on the phone safer. Just don't be surprised if you find that in a few months you are surrounded, again, by drivers with their phones glued to their ears.
