The license plate is a "real" one, not a novelty item. They are sold as samples to independent tag/title locations. Not sure how they got there but I found three of them at my local Goodwill a while back.
Too bad Joel has to send it all back for a simple violation of the rules.
Make sure you use a sturdy box!
