The certificate would probably have been required to verify that certain components (eg headlamps, seatbelts, foglights, indicators, etc) met the required standards of the country the car was imported into.
Maybe an SC that was originally supplied to a country outside of the EU which was then re-imported back into the EU ?

So as Mike explains, the E1 & E2 codes would specify the specific standards and how they are met.
