If you are wise , you will never respond to wanted ads (unless you can tell it's an end user for a specific part or piece - even then it's shaky).
Dealing with the 'wanted' ad types is a big time waste / stroke , they are invariably 99% of the time low ballers. If you want offers from them, let them come to you.
If what they seek was easy to find at the price they are willing to pay. They would not be placing ads in the first place. Their just playing a numbers game, believing that a certain amount of desparate or unknowing 'fish' will bite.
