The high vibration coil has 2 benefits for your application: 1. It will withstand the high vibration of a track car, and 2. You can orient the coil in any direction. The blaster 2 is fluid filled and will leak in the stock location on a 911.
PMOs would be the right choice if you plan to race in spec911, but you are correct that the car will not be street legal. My 74 is street legal only because the car is smog exempt. The CIS on your motor will be fine for DEs, AX, time trial, and even PCA club racing, but will not be very competitive (from a horsepower perspective) in spec911.
