That bracket is not welded, it is rivetted on. You can buy a replacement, from ford, chisel out the rivets, and replace it. You will end up replacing the front brake lines as well, as they rarely come off in one piece. I cant remember how much the spring plates are new from ford, but I would guess over $100.00 per side. It is also a little bit of a pain in the arse rusty dirty crappy job, but I have done lots of them. Check the rear spring hangers, and shackles as well while you are at it. They usually rust out before the front.
